Ajman Moves Its Artificial Intelligence Programme Into Execution

Ajman has moved its government artificial intelligence strategy out of the planning room and into its executive phase.

Sheikh Humaid bin Ammar Al Nuaimi, Member of the Ajman Executive Council and leader of the Ajman Artificial Intelligence Programme, announced the start of institutional implementation across government entities on August 5, 2026.

That distinction matters. Government technology programmes often arrive with ambitious targets, new committees and carefully written frameworks. The harder part comes later, when individual departments must turn those plans into working services.

Ajman is now entering that harder part.

Government Entities Begin Coordinated AI Implementation

The executive phase follows several months of groundwork, including the formation of an Enablement Committee, a Governance Committee and an Executive Team.

Government authorities have also completed an initial inventory of artificial intelligence use cases already operating or being developed across Ajman.

Programme coordinators will now be appointed within individual government entities. Their job will be to connect departmental projects with a shared operational framework instead of allowing each authority to develop AI systems in isolation.

The approach is meant to standardise how artificial intelligence is selected, governed and deployed across the emirate. It should also make it easier for departments to exchange technical knowledge and avoid duplicating similar projects.

Sheikh Humaid said the executive phase of the Ajman Artificial Intelligence Programme would focus on turning technical capabilities into practical improvements in government performance, service quality and future readiness.

Ajman Is Targeting 100 AI Initiatives

The Ajman Artificial Intelligence Programme has set a target of launching 100 initiatives connected to the eight pillars of Ajman Vision 2030.

There is plenty of room inside that number. Some projects may change the way residents complete government transactions. Others could work quietly behind the scenes, helping departments analyse data, manage workloads or identify delays before they become larger problems.

The programme’s success will not be measured by the number of AI tools announced, though. The useful question is whether those systems reduce waiting, simplify decisions or remove unnecessary steps from public services.

Ajman officials say implementation tracks will concentrate on measurable initiatives built around genuine operational challenges rather than technology demonstrations.

A “People First” Approach to Government AI

The programme is being developed around what Ajman describes as a “People First” principle.

Under that model, artificial intelligence is treated as a tool for supporting employees, improving decisions and delivering better services—not simply replacing human involvement wherever automation is technically possible.

Governance, accountability and data protection are expected to remain part of the programme’s implementation framework.

That language is familiar in government AI strategies. The real test will come when systems begin handling sensitive information, recommending decisions or communicating directly with residents. Clear responsibility matters much more at that point than broad promises about responsible technology.

Ajman’s unified governance structure could help. At minimum, it gives government entities a common set of expectations instead of leaving each department to create its own AI rules from scratch.

Agentic AI Is Already Appearing in Ajman Services

The executive phase arrives shortly after Ajman completed what authorities described as the UAE’s first government transaction using agentic AI through a proactive, “headless” service model.

The system was used for trade licence renewal. Rather than waiting for a business owner to begin the process, the service can identify an approaching expiry date, notify the customer and guide the renewal through the AjmanOne application.

Where necessary, the AI service can also coordinate related commercial lease requirements with the Ajman Municipality and Planning Department.

It is an early example of the direction Ajman appears to be taking: fewer isolated chatbots and more agentic AI systems capable of moving transactions across several government processes with limited manual input.

    The Difficult Stage Starts Now

Ajman has established its committees, assigned programme leadership and mapped existing use cases. Those pieces provide structure. They do not guarantee useful results.

The next stage depends on execution inside government departments. Coordinators will need access to good data, clear authority and enough technical support to move projects beyond pilots.

Officials will also have to decide which of the proposed 100 initiatives deserve priority. A smaller number of services that residents use regularly could have more impact than dozens of experimental tools that never move beyond internal testing.

Ajman’s AI programme now has a framework and a public target. What happens next should be easier to judge: working services, visible improvements and evidence that artificial intelligence is solving actual government problems.
