Dubai’s startup scene is getting another push toward AI, but this one is less about big speeches and more about the tools founders actually use every day. The launch of Dtec JetBrains AI developer tools marks a new chapter for the UAE’s technology ecosystem.
Dubai Technology Entrepreneur Campus, better known as Dtec, has partnered with JetBrains to give selected UAE startups access to AI-powered developer tools, professional coding environments, training sessions, and long-term software discounts.
Not glamorous in the usual “AI breakthrough” way.
Still important. Because for a startup, the gap between a good idea and a working product usually sits inside the build process. Code quality. Speed. Debugging. Testing. Shipping. Fixing the thing after it breaks. That is where developer tools matter.
Dtec Partners With JetBrains to Support UAE Startups
The partnership was signed during Dtec’s Agentic AI Innovators Forum in Dubai, according to TechAfrica News. Through the deal, startups inside the Dtec community will gain access to JetBrains’ Incubator and Accelerator Partner Program, which has supported more than 55,000 alumni, including companies such as Bolt, Canva, and Deel.
That number gives the partnership some weight. JetBrains is not a small developer-tool vendor trying to enter the startup conversation. Its software is already used by millions of developers worldwide, and its IDEs are part of daily life for many engineering teams.
For Dtec, the move fits neatly into Dubai’s wider technology ambitions. The campus is based in Dubai Silicon Oasis and operates as part of the Dubai Integrated Economic Zones Authority ecosystem. Dtec says it has helped launch 1,000 startups and create 4,000 jobs, giving it a real role in the UAE’s founder and business ecosystem.
What Startups Will Get From the JetBrains Deal
The most practical part of the agreement is access.
Selected startups within Dtec will receive up to 10 commercial subscriptions to JetBrains’ intelligent tools free for six months. After that, they can receive a 50% discount for up to five years on key JetBrains products, including advanced AI packages.
That matters because software costs add up fast for early-stage companies. A young startup may have the talent, the product idea, maybe even a first customer. But paying for professional development tools across a growing team can still hurt.
This partnership lowers that barrier.
Dtec will also provide eligible startups with complimentary access to JetBrains’ professional integrated development environments, or IDEs. These are the coding environments developers use to write, test, debug, and manage software projects. JetBrains’ wider AI product line focuses on intelligent coding assistance, developer productivity, and AI-supported software workflows.
Why AI Developer Tools Matter for Founders
AI developer tools are becoming part of the startup toolkit because founders are under pressure to build faster without letting quality collapse.

Hans Christensen, Vice President of Dtec, said the partnership supports Dubai’s goal of becoming a global innovation hub and aligns with the Dubai Economic Agenda D33. Anastasia Zemskova, Vice President of Strategy at JetBrains, said the deal reflects JetBrains’ investment in the region’s growing startup network.
The message is clear enough: Dubai wants founders building more advanced AI products from inside its ecosystem, not just importing tools from somewhere else.
UAE Startup Ecosystem Gets Another AI Layer
The UAE has been pushing hard into AI, digital infrastructure, startup growth, and future-economy policy. This deal sits inside that bigger picture.
But it is not a giant data center announcement. It is not a sovereign AI model launch. It is not another government strategy document.

Give startups better coding tools. Give them AI support inside the development process. Give them workshops. Help them ship products faster. That is the idea.
