Abu Dhabi’s Agentic AI Push Could Redefine How Government Services Work

Abu Dhabi’s AI ambitions are starting to look less like a digital upgrade and more like a rethink of what government actually does.

Agentic AI — systems designed not only to respond to a prompt but to take actions, coordinate tasks and work across different platforms — could become a major part of that shift. Deloitte Middle East experts say these AI agents could eventually handle administrative processes, connect information from several government systems and coordinate work that currently passes between multiple departments.

That changes the equation. A chatbot gives you an answer. An AI agent could potentially do the paperwork.

From Answering Questions to Actually Getting Things Done

Most people have already encountered the first generation of AI-powered government tools: chat assistants, automated responses and digital help desks.

Agentic AI goes further.

Mike Horseman, Partner at Deloitte Middle East, told Gulf News that AI agents can understand requests, gather information from different government systems and complete administrative processes. Deloitte is also seeing agents used in areas including procurement, case management, regulatory compliance and internal government operations.

The bigger idea isn’t shaving a few seconds off an online form.

It’s building services around the outcome someone wants.

A resident might eventually ask for something once while an AI system works out which agencies, records, approvals and processes need to be involved behind the scenes. Done properly, the citizen shouldn’t have to understand the government org chart just to get something completed.

That’s where agentic AI becomes interesting.

Abu Dhabi Wants an AI-Native Government by 2027

This isn’t happening in isolation.

Abu Dhabi has already laid out plans to become what it describes as the world’s first fully AI-native government by 2027. Its Government Digital Strategy 2025–2027 includes AED13 billion in planned investment, 100% adoption of sovereign cloud computing for government operations and the digitisation and automation of all government processes.

The scale has been growing.

In July 2026, Abu Dhabi’s Department of Government Enablement said Microsoft 365 Copilot had been deployed to 26,000 additional civil servants across 27 government entities. Combined with 9,000 existing licences, that brings the total to 35,000 government employees with access to the technology.

There is another number worth watching: 1,000 AI agents.

An AI Factory being established across government is targeting hundreds of AI use cases and more than 1,000 agents for work ranging from document processing to constituent queries and policy analysis.

That’s well beyond an experimental chatbot tucked into one department.

The Difficult Part Isn’t Building the Agent

Connecting AI to real government infrastructure is where things get complicated.

An agent trying to complete a task may need access to identity systems, databases, approval workflows and information held by several organisations. If those systems aren’t connected — or the data isn’t reliable — giving the AI more autonomy doesn’t magically fix the problem.

Deloitte’s Horseman pointed to connected data, secure integrations and modern digital platforms as essential for taking agentic AI beyond isolated pilot projects.

Abu Dhabi has been building toward that common foundation. Deloitte presented its AI Core and agentic AI use cases using the Common Digital Platform architecture supporting the Abu Dhabi Government, according to Gulf News.

In other words, the flashy AI agent is only the visible piece.

The plumbing underneath matters more than it sounds.

Human Oversight Isn’t Going Away

An AI agent renewing a routine document is one thing.

An AI system making a decision that affects someone’s rights, finances or access to a government service is something else entirely.

Deloitte argues that the amount of independence given to an AI agent should depend on the risk involved. Higher-risk decisions should continue to have meaningful human oversight, while cybersecurity, identity management, data sovereignty and continuous monitoring need to be designed into the system from the beginning.

Actions taken by AI agents should also be explainable and auditable.

That detail may prove more important than raw AI performance.

A government cannot simply say an algorithm made the decision. Someone still needs to understand what happened, why it happened and who is accountable when something goes wrong.

The same accountability problem is appearing elsewhere as agentic AI moves into regulated UAE banking operations, where automation still has to sit inside governance, compliance and human-review structures.

Government Jobs May Change Before They Disappear

Agentic AI also raises the inevitable question about government employees.

The picture Deloitte describes is less about removing people entirely and more about changing where human judgment sits.

Shargil Ahmad, Partner and Government and Public Services Leader at Deloitte Middle East, said officials will still set policy, design services and remain accountable for government operations. Skills such as critical thinking, consultation, AI orchestration, human-centred design, change leadership and decision-making are likely to become increasingly important.

Some repetitive administrative work may shrink.

The work surrounding the AI could grow.

Government employees may increasingly become the people who supervise automated systems, handle exceptions, question questionable outputs and decide when an AI agent shouldn’t be allowed to act.

Abu Dhabi Is Part of a Much Bigger UAE Experiment

The agentic AI push isn’t limited to the emirate.

The UAE announced in April 2026 that it intends to move 50% of government sectors, services and operations toward autonomous AI systems within two years.

By May, the government had launched an initial group of AI agents for areas including tax audits, procurement, customer service and technical support, while more than 400 officials were assigned to support the wider transformation effort.

That makes the UAE one of the most aggressive real-world testing grounds for agentic AI in government.

Not a lab demonstration. Not a slide deck about what might happen in 2035.

Actual public administration.

The broader UAE AI ecosystem is moving in the same direction. Emirates NBD is creating routes for AI startups to move from pilots into banking deployments, while other organizations are increasingly treating AI as operational infrastructure rather than a standalone experiment.

What Happens Next Will Matter Outside the UAE

The interesting question now isn’t whether governments will use AI. They already do.

It’s how much authority those systems will receive.

Abu Dhabi is moving toward a model where AI could sit inside the machinery of government rather than simply appearing as a chat window on top of it. If agents begin coordinating departments and completing entire processes, the distinction between a digital government service and an AI service starts getting blurry.

Success would give other governments a working model to study.

Failure would be just as instructive.

Agentic AI can make public services faster and less frustrating, but speed alone isn’t enough. The systems need boundaries, secure data access, visible accountability and a clear point where a human can still say no.

Abu Dhabi appears willing to find out how far that model can go.
