    UAE launches AI phase of Zero Bureaucracy Programme

    The United Arab Emirates is fast-tracking its digital transformation drive with the launch of the second phase of its ambitious Zero Government Bureaucracy Programme, a nationwide initiative designed to streamline government services through the use of artificial intelligence and advanced digital systems. The UAE AI-powered Zero Bureaucracy Programme aims to leverage cutting-edge technology to simplify administrative processes across the nation.

    Announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the new phase focuses heavily on eliminating digital bureaucracy while improving efficiency, speed, and customer experience across government services.

    The programme is part of the UAE’s broader strategy to become one of the world’s most advanced AI-driven governments.

    AI at the Core of Government Transformation

    The second phase of the Zero Bureaucracy Programme aims to modernize government operations through AI integration, automation, and better digital coordination between agencies.

    According to UAE officials, the next stage will focus on:

    • Eliminating digital bureaucracy
    • Streamlining online government procedures
    • Ensuring 24/7 uptime for digital systems
    • Enhancing data sharing across departments
    • Integrating AI into public service workflows
    • Improving the digital customer experience

    Officials say the initiative is intended to create “a government without complexity and services without waiting times.”

    Massive Results From the First Phase

    The UAE government revealed that the first phase of the programme already delivered major operational improvements.

    Achievements from Phase 1 include:

    • Over 4,000 unnecessary procedures eliminated
    • More than 70% reduction in service delivery times
    • 12 million hours saved annually for customers and businesses
    • AED 1.12 billion in yearly savings
    • 200 million government transactions streamlined

    More than 690 teams from 30 government entities collaborated on the initiative.

    These results positioned the UAE as a global case study in digital government transformation.

    AI-Powered Services Already Being Deployed

    Government agencies have already started deploying AI-powered systems under the programme.

    The UAE Ministry of Human Resources and Emiratisation (MoHRE) has implemented AI-based verification systems that can validate ID cards, passports, and employment contracts, and check the image quality for work permit applications.

    The government also simplified online applications a lot, reducing data entry requirements in many digital services.

    This aligns with the UAE’s larger push for AI-native governance and autonomous public sector operations.

    The Zero Bureaucracy Programme is in line with the UAE’s strategic objective of becoming a global leader in AI adoption and digital governance.
