Abu Dhabi, UAE– Hassan Alnoon, Chief Operating Officer at Tahaluf, delivered a clear message on trust, talent, and national scale technology during the Machines Can Think Summit 2026. He shared these insights in an on stage interview with Katie Jensen following his panel session at the event.

Alnoon addressed the complexity of building and operating systems used by millions across the UAE, including large scale national platforms such as identity infrastructure and mission critical operational systems. He emphasized system comprehension as the foundation of success.

“When technology reaches national scale, technical skill alone does not solve the problem,” Alnoon said. “You need teams who understand the systems, the government entities involved, the market needs, and the end users. Integration only works when people understand how every part connects.”

He explained that national platforms often bring together multiple agencies, vendors, and legacy systems. Smooth operation depends on early alignment, shared standards, and deep domain knowledge.

Alnoon also highlighted the importance of workforce readiness alongside technology deployment. He pointed to Tahaluf’s AI Academy as a structured approach to enable long term adoption. Each major system rollout includes training programs, learning materials, and hands on education for operators and decision makers.

“AI adoption fails without understanding,” Alnoon said. “Training removes fear and builds confidence. People start to see AI as support for daily work rather than a risk.”

With nearly three decades of experience in technology, including large scale app development, Alnoon discussed the balance between innovation and usability. He stressed that rapid feature expansion without user feedback creates risk.

“User acceptance decides success,” he said. “Teams must release features with care, test user understanding, and adjust based on real feedback. Growth should follow usage, not assumptions.”

Drawing from his cybersecurity background, Alnoon identified data protection and sovereignty as the most pressing challenges in the AI era. He warned organizations to treat data strategy as a leadership issue, not a technical afterthought.

“AI systems rely on data,” he said. “Leaders must understand what data they share, how systems protect it, and where the data lives. Trust breaks when data control becomes unclear.”

When asked about guidance for leaders across public and private sectors, Alnoon focused on trust as the primary responsibility of leadership.

“Build trust before scale,” he said. “Users must trust the system before they rely on it. When trust exists, adoption grows faster and systems deliver real value.”

The interview reinforced core themes of the Machines Can Think Summit 2026, responsible AI deployment, national scale infrastructure, secure data practices, and people first adoption strategies.
