UAE Pushes Agentic AI Deeper Into Government Decision-Making

The United Arab Emirates is pushing artificial intelligence beyond chatbots, automated forms and back-office productivity tools. Its next target is much closer to the machinery of government itself.

More than 100 federal officials gathered in Dubai for a workshop launching the strategic track of the Agentic AI for UAE Government Project. The initiative has a striking target: convert 50% of federal government operations, services and tasks into agentic AI-driven models within two years.

That number gets attention. But the more interesting part is where the technology is heading.

Agentic AI Moves Into Government Strategy

The strategic track is designed to bring AI into areas such as policy formulation, strategic foresight and executive decision-making rather than limiting it to routine government services.

Seven pillars are included: strategy and projects, foresight and strategic intelligence, policies, structures and governance, government performance, global competitiveness, and innovation in government work.

This is a considerably bigger experiment than putting an AI assistant on a government website.

Agentic AI systems are designed to perform multi-step tasks with greater autonomy, acting toward defined objectives instead of simply generating a response to each individual prompt. Applied inside government, that could mean systems capable of analysing information, coordinating workflows and supporting decisions across departments.

The UAE is trying to make that operational.

The Goal: 50% of Government Operations

The federal project aims to shift half of government operations, services and tasks toward agentic AI models over the next two years.

Officials aren’t presenting AI as the final authority, however. The strategic track is being developed around the principle “human leads, AI enables.” Frameworks for classifying tasks, setting timelines and integrating systems between federal entities are also part of the work.

    That distinction matters.

Automating procurement or technical support is one thing. Introducing autonomous systems into policy development and strategic intelligence raises harder questions around accountability, oversight and how much influence an AI system should have before a human decision-maker steps in.

The UAE appears willing to find those boundaries by deploying the technology rather than waiting for them to become obvious.

This Isn’t the UAE’s First Agentic AI Move

The strategic track isn’t appearing out of nowhere.

The UAE has been building out its federal agentic AI program throughout 2026. Earlier stages included operational AI agents covering areas such as procurement, tax auditing, customer support and technical services. Federal entities have also been pushed to develop their own AI agents through focused development programs.

Now the effort is climbing the government stack—from operational tasks toward strategy.

It’s also consistent with the country’s much longer AI agenda.

The UAE National Strategy for Artificial Intelligence 2031 includes objectives covering AI adoption across government services, talent development, research capabilities, data infrastructure and AI governance. Another stated objective is positioning the UAE as a global destination for artificial intelligence.

Why the UAE’s Agentic AI Experiment Matters

Most organizations began their generative AI experiments in predictable places: drafting documents, summarizing information, customer support and internal productivity.

    Agentic systems change the proposition.

Instead of asking AI to produce something, organizations can potentially give systems objectives and allow them to perform a sequence of actions to reach them.

Inside government, that could eventually change how agencies monitor performance, coordinate projects, analyse emerging problems or respond to changing conditions.

It also makes mistakes more consequential.

A poorly written AI-generated email is annoying. A flawed autonomous workflow touching government policy, public money or administrative decisions is a different category of problem entirely.

That makes the UAE’s “human leads, AI enables” principle worth watching. The difficult part won’t simply be building capable agents. It will be deciding where human approval remains mandatory as those agents become more capable.

UAE Wants to Move From AI Experiments to Deployment

There is another signal here that’s easy to miss: the UAE increasingly appears less interested in proving that government AI works and more interested in figuring out how widely it can be deployed.

The country’s broader AI strategy already emphasizes government adoption, infrastructure, talent and governance. Its federal agentic AI project takes that strategy into more autonomous territory.

The next two years should provide a useful test.

If the UAE gets anywhere close to converting 50% of federal operations, services and tasks into agentic AI-driven models, the project could become one of the world’s largest real-world experiments in AI-native government.

And the most important result may not be the percentage itself.

It will be seeing which government decisions officials ultimately allow AI agents to make—and which ones they decide humans should never hand over.
