South Korea is preparing to treat artificial intelligence less like a premium software subscription and more like public infrastructure.
Through its new AI for All Project, the government plans to offer every citizen access to a general-purpose AI chatbot without subscription fees or usage limits. A more ambitious public-service agent will follow, helping people find government programs, complete applications and handle everyday administrative tasks.
Calling AI a public utility may sound slightly dramatic. Still, the direction is clear. South Korea does not want access to powerful AI tools determined entirely by who can afford another monthly subscription.
AI Access Without the Monthly Subscription
South Korea’s Ministry of Science and ICT opened applications for the project on July 13, 2026. The government expects to select two or three private companies to develop and operate the service.
The first part of the program will be a general-purpose chatbot. People will be able to use it for writing, research, planning, learning and ordinary questions without paying a fee or running into the usage limits common on free commercial platforms.
A public beta is scheduled for the end of September, while the government wants the full service available before the end of 2026.
It is an unusually direct move. Governments have funded AI research, introduced regulations and offered tax incentives for data centers. South Korea is taking another route by putting an AI service directly into the hands of the public.
The Bigger Idea Is an AI Agent for Public Services
The chatbot is only the visible first step. South Korea also plans to build a public AI agent that can examine a person’s circumstances and identify government benefits, scholarships or administrative services they may qualify for. Instead of leaving citizens to search through multiple government websites, the agent could notify them and help complete the required paperwork.
That distinction matters. A chatbot answers when someone knows what to ask. A public-service agent could act before the person even realizes that a program exists.
The Ministry of Science and ICT expects to improve the system after 2027, eventually moving toward what it describes as one AI agent for every citizen. The long-term vision includes agents capable of assisting with broader economic and social activities, not simply answering questions.
South Korea Wants Its Own Models Running the System
The South Korea AI for All Project also doubles as an industrial policy. Selected operators must process at least 50% of the service through their own certified Korean sovereign foundation model. Another 30% must run through AI models developed by other South Korean companies.
That means domestic models must account for at least 80% of overall usage. Foreign AI systems may still appear in limited cases, but government funding will not cover that portion of the service. Operators choosing to use foreign models will have to absorb the cost themselves.
The requirement creates a built-in market for South Korean AI developers. It also prevents the national service from depending completely on platforms controlled by overseas technology companies.
Companies such as Naver, LG AI Research, SK Telecom and Upstage have already been developing domestic foundation models. The government program could give that wider ecosystem something it badly needs: usage at a national scale.
Government GPUs Will Help Get the Project Running
Providing unlimited AI access to millions of people will require serious computing power. For the initial rollout, the South Korean government plans to provide selected operators with 512 Nvidia B200 GPUs. From 2027, the national budget will help cover the cost of delivering the service to the public. Private operators will not simply receive infrastructure and walk away. They are also expected to develop sustainable revenue models that can support service quality over time.
That part remains less tidy. The government says participating companies may use prompt data collected during the service to develop business models. Such an approach will almost certainly bring privacy, consent and data-governance questions into the discussion. A public AI system will need stronger boundaries than an ordinary consumer app, especially when it begins handling benefit eligibility and government applications.
Closing South Korea’s AI Access Gap
AI adoption is already high in South Korea, but it is not evenly distributed. Government figures indicate that around 23 million people in the country have used generative AI. ChatGPT reportedly had 23.45 million monthly active users in South Korea as of April 2026, while Gemini reached 8.45 million and Claude recorded 2.41 million.
Those numbers suggest strong interest. They do not mean everyone has equal access to the technology. Many people still rely on restricted free versions of foreign AI platforms. Others have not used generative AI at all. Older citizens, people with limited digital skills and financially vulnerable groups may face an even larger gap as workplaces and public services adopt AI more quickly.
South Korea appears to view that divide as more than a technology problem. When AI skills begin affecting education, employment and access to government support, unequal access can turn into a wider economic disadvantage.
A free national service will not solve digital inequality by itself. People still need devices, internet access, training and confidence in the system. But removing the subscription fee is a practical place to start.
A Public Service and a Sovereign AI Strategy
The AI for All Project sits at the intersection of social policy and technological sovereignty. Citizens receive free access to AI tools. Domestic developers receive guaranteed demand. The government reduces its dependence on foreign platforms while creating a national testing ground for Korean models.
That combination makes the project more interesting than another government chatbot. South Korea is effectively asking whether AI access should become a basic digital service, similar in spirit to broadband, public education or online government portals. It is also betting that a state-supported service can remain useful without becoming slow, intrusive or buried under bureaucracy.
The answer will depend on execution. Reliability matters. Privacy matters more. Citizens will also need a clear way to challenge mistakes when an AI agent recommends the wrong benefit, misunderstands their circumstances or submits incorrect information.
Other Governments Will Be Watching
Many countries are still deciding how tightly AI companies should be regulated. South Korea is moving ahead with a different question: what happens when the government distributes the technology itself?
Should the program launch as planned, it could give other countries a working model for publicly funded AI access. It may also expose problems that are difficult to see during smaller pilot projects, including cost overruns, model bias, data protection and public trust. There is no guarantee that people will embrace a government-backed AI agent simply because it is free.
Even so, South Korea is pushing the debate somewhere new. AI is no longer being discussed only as a product sold by technology companies or a risk managed by regulators. It is being presented as infrastructure that citizens may eventually expect governments to provide. That is a much bigger shift than launching another chatbot.
