    Abu Dhabi Wants to Build the World’s First AI-Native Government. Here’s What That Really Means

    Abu Dhabi has set itself an unusually ambitious goal. Not another digital government. Not simply more online services. The emirate wants every government department to operate with artificial intelligence at its core, making it the world’s first fully AI-native government by 2027.

    That distinction matters because AI-native goes beyond adding chatbots or automating paperwork. It means redesigning how government works from the inside out, allowing AI to assist with decision-making, service delivery, internal operations, and interactions with residents and businesses.

    AI Becomes Part of Government Infrastructure

    The initiative forms part of the Abu Dhabi Government Digital Strategy 2025–2027, a roadmap designed to integrate AI, cloud computing, and data into every layer of public administration.

    Officials describe the strategy as the next stage of the emirate’s digital transformation. Government services have already evolved from traditional paper-based systems to digital platforms. Now the objective is to make artificial intelligence an active participant in delivering those services rather than simply supporting them behind the scenes.

    For citizens, that could mean faster approvals, more proactive government services, fewer administrative delays, and systems capable of anticipating needs before formal requests are submitted.

    Hundreds of AI Use Cases Already in Development

    This is not just a long-term vision sitting inside a policy document.

    Abu Dhabi has already identified more than 200 AI use cases across government entities, with over 100 reportedly in active deployment. These projects span procurement, workforce management, public services, and administrative operations, suggesting that implementation is already well underway rather than waiting until 2027.

    Instead of replacing every government employee, the plan appears focused on allowing AI to handle repetitive processes while helping staff make faster and more informed decisions.

    A Massive Investment Behind the Strategy

    Transforming an entire government requires more than software.

    Abu Dhabi has committed approximately AED13 billion to support the Digital Strategy, funding cloud infrastructure, AI platforms, cybersecurity, digital services, and workforce development. The investment also supports broader economic goals by encouraging innovation and positioning the emirate as a global technology hub.

    Officials expect the initiative to generate substantial economic value while improving operational efficiency across government departments.

    People Remain Part of the Equation

    Technology alone cannot build an AI-native government.

    One of Abu Dhabi’s biggest priorities has been preparing its workforce. Government leaders report that roughly 95% of public sector employees have completed AI training, creating one of the most AI-ready government workforces globally. That investment in skills reduces one of the biggest barriers many governments face when adopting artificial intelligence at scale.

    It also reflects a broader strategy. AI becomes much more useful when employees understand how to work alongside it instead of treating it as a separate tool.

    Could This Become a Global Blueprint?

    Governments worldwide continue experimenting with AI, though most projects remain limited to individual departments or specific public services.

    Abu Dhabi is taking a different approach by attempting to redesign government itself around artificial intelligence. If the project succeeds, other countries may study its model for digital governance, public service automation, and AI deployment across large public institutions.

    Success, however, will depend on more than speed. Trust, transparency, cybersecurity, and responsible AI governance will ultimately determine whether an AI-native government delivers on its promise or simply becomes another technology experiment.
