The government of the United Arab Emirates has unveiled one of the most ambitious artificial intelligence transformations ever attempted by any national administration. UAE Prime Minister Sheikh Mohammed bin Rashid Al Maktoum disclosed that half of UAE government sectors will be transformed using Agentic AI in the next two years.

The UAE plans to implement agentic AI transformation as part of positioning itself as the first national government in the world to use autonomous AI systems. The transformation, according to UAE officials, will go beyond mere automation. It will implement AI systems that can make decisions, execute tasks, operate processes, and optimize processes in real time.

    What Is Agentic AI?

Agentic AI describes advanced forms of AI systems that can operate tasks, make decisions, and carry out sophisticated workflow without human intervention. In contrast to regular AI assistants that simply respond to prompts from humans, Agentic AI systems will perform complex analysis on their own.

Sheikh Mohammed described the implementation of Agentic AI as an “executive partner” for the UAE government which would enhance efficiency, accelerate services and cut costs in public administration. The government said these AI systems would be able to monitor developments, carry out analyses, recommend actions, manage operations, and execute sequences of actions independently.

UAE Aspires to Build the First AI-Native Government in the World

In the past few years, the UAE has embarked on an ambitious AI expansion program by investing aggressively in AI infrastructure. It is also building sovereign AI funds. Additionally, the country is developing large language models and partnering with top international tech companies.

The current transformation represents another step by the UAE in the direction of creating an AI-native government. This is something analysts have described as the next milestone in the UAE’s AI expansion.

    This transformation will involve:

    • Conversion of 50% of government sectors to agentic AI
    • Redefinition of policies and procedures to align with agentic AI technology
    • Training of all government federal employees in AI systems
    • Evaluation of government ministries on the rate of adoption and deployment of AI systems
    • Deployment of agentic AI across ministries and governmental institutions

A taskforce headed by Sheikh Mansour bin Zayed and chaired by Mohammad Abdullah Al Gergawi will oversee this project.

AI Training for All Federal Employees in UAE

UAE authorities have indicated that all federal employees will be trained in AI as part of the process of transforming government processes.

Government officials believe training the staff is critical for the success of this endeavor. As Sheikh Mohammed indicated, the UAE aims to create “the best experts in the world in government transformation towards artificial intelligence technologies.”

It seems like ministers and agencies will be measured based on their rate of adoption and integration of AI into public administration during the next two years.

UAE Continues Rapid Expansion of Global AI Impact

This project comes at a time when the UAE continues expanding its influence in the international AI ecosystem. The UAE has already launched many initiatives to leverage its AI capabilities. This includes the deployment of large language models like Falcon built by Abu Dhabi’s Advanced Technology Research Council.

The UAE government has also partnered aggressively with American AI firms and invested millions in AI-related infrastructure, data centers and chip deals. Industry analysts see this move by the UAE as part of its efforts to diversify its economy away from oil production. In addition, it helps position itself as a global hub for AI.

Implications for the Future of Governments

Success of this project by the UAE will mean it can serve as a blueprint for other governments across the world.

With the implementation of Agentic AI technology, we might see a situation whereby AI systems perform almost all tasks in governments. For instance, it might involve things like permits approval, operational monitoring, optimizing public services and executing policies.

Earlier AI implementations in UAE governments, for example, helped to accelerate processes. In the Ministry of Human Resources and Emiratisation, the adoption of AI systems helped reduce processing of work permits to a few seconds. Now, the UAE seems to be stepping further than ever before by integrating agentic AI.
