Riyadh to Host UNESCO Global Forum on AI Ethics With 194 Countries Taking Part

Riyadh is preparing to become a major meeting point for the global debate around responsible artificial intelligence. The UNESCO Global Forum on AI Ethics 2026 will be a landmark event drawing experts and leaders from around the world.

The Saudi capital will host the fourth UNESCO Global Forum on the Ethics of Artificial Intelligence from September 14 to 17, 2026. Representatives from 194 countries are expected to take part. The event will bring together policymakers, researchers, academics, technology leaders, and international organizations.

The forum arrives as governments face increasingly difficult questions around AI regulation. Safety, accountability, innovation, and public trust are now part of the same conversation.

Saudi Arabia wants to be part of shaping those rules.

Riyadh Will Welcome Representatives From 194 Countries

The 2026 forum will bring a unusually broad international audience to Riyadh. Participants will represent 194 countries across government, academia, business, and international institutions. Decision-makers and AI specialists will join executives from the public and private sectors. The scale gives the event more weight than a typical technology conference. Discussions will focus on how countries can manage AI without slowing useful innovation.

SDAIA and UNESCO Are Organizing the Four-Day Forum

The Saudi Data and AI Authority is organizing GFEAI 2026 with UNESCO. The International Center for AI Research and Ethics is also involved. Together, the organizations will run four days of policy discussions and specialist sessions. The partnership connects Saudi Arabia’s growing AI ecosystem with UNESCO’s international work on technology ethics. It also gives policymakers a space to compare approaches across different markets.

AI Governance Will Sit at the Center of the Agenda

Governance will be one of the forum’s biggest topics. Governments are still working out how far AI regulation should go. Some want stronger safeguards around high-risk systems. Others worry that heavy rules could slow innovation. GFEAI 2026 will explore those tensions through international policy discussions. The aim is to develop approaches that encourage useful AI while keeping accountability in place.

Responsible Innovation Is Moving Beyond Broad Principles

AI ethics can sound theoretical until systems start affecting real decisions. That is already happening across finance, healthcare, education, government, and employment. The Riyadh forum will examine responsible innovation in more practical terms. Sessions will look at how ethical principles can influence AI design and deployment. Experts will also share approaches that different countries can adapt to their own institutions.

Capacity Building Will Be Another Major Focus

Not every country has the same AI infrastructure or regulatory expertise. That gap can make international AI governance difficult. GFEAI 2026 will therefore include discussions around capacity building. The goal is to help institutions develop stronger knowledge, policies, and technical capabilities. Workshops will also provide space for experts to exchange lessons from existing AI programs. This could be especially useful for markets still developing national AI frameworks.

UNESCO Wants AI Ethics Applied Across Member States

The forum forms part of UNESCO’s wider effort to turn AI ethics into actual policy. UNESCO adopted its Recommendation on the Ethics of Artificial Intelligence in 2021. The framework covers areas such as human rights, transparency, accountability, and sustainability. The global forum gives member states a place to compare progress. It can also expose where implementation remains weak.

Saudi Arabia Becomes the First Arab Country to Host the Forum

The Riyadh edition carries another distinction. Saudi Arabia will become the first Arab country to host the UNESCO Global Forum on AI Ethics. Previous editions were held in Czechia, Slovenia, and Thailand. Moving the event to Riyadh gives the Middle East a more visible role in the global AI governance discussion. It also reflects Saudi Arabia’s expanding involvement in international AI policy.

The Forum Will Run Alongside Saudi Arabia’s Global AI Week

GFEAI 2026 will take place alongside the Global AI Summit. Both events form part of Saudi Arabia’s wider Global AI Week. That creates an interesting mix. One side will focus on emerging AI technology and commercial development. The other will concentrate on governance, ethics, and public responsibility. Bringing both conversations together could make the week particularly significant for policymakers and technology companies.

Sustainable Development Will Be Part of the AI Discussion

The forum will also examine how artificial intelligence can support sustainable development. That means looking beyond commercial productivity or faster automation. AI can potentially improve healthcare, education, public services, and resource management. Yet those benefits depend on how systems are designed and governed. The forum will explore ways to connect AI development with wider social and economic goals.

Saudi Arabia Is Making AI Governance Part of Vision 2030

Hosting the forum fits into Saudi Arabia’s broader technology strategy. The kingdom has invested heavily in artificial intelligence, cloud infrastructure, research, and digital services. AI also forms part of the country’s economic diversification under Vision 2030. Governance is becoming part of that push. Saudi Arabia wants to build AI capacity while contributing to international discussions around responsible use.

Riyadh Is Becoming a Bigger Global AI Meeting Point

Saudi Arabia has spent years building its profile as an AI investment and technology hub. Hosting GFEAI 2026 adds another layer to that strategy. This event is less about launching the newest model or attracting venture capital. It is about who helps write the rules.

That distinction matters.

AI development is moving faster than many governments expected. Questions around transparency, bias, safety, and accountability are becoming harder to postpone. Bringing representatives from 194 countries into one forum will not produce a single global rulebook.

It could, however, influence what responsible AI starts to look like across different regions.
