Dubai’s Roads and Transport Authority (RTA) is preparing for a major shift in how it manages transportation, government services and daily operations. The recently announced Dubai RTA AI Strategy 2026 outlines an updated artificial intelligence strategy that aims to generate more than AED 300 million in annual added value, while bringing agentic AI into half of the authority’s operations and services over the next two and a half years.
Announced on November 1, 2026, the strategy covers 41 areas across RTA’s agencies and departments. It introduces AI-powered systems designed to improve traffic management, simplify vehicle licensing, accelerate administrative procedures and make public transport more efficient.
The authority has already identified more than 180 AI use cases and quick-win initiatives. Its initial rollout includes 40 AI products, with 11 already completed, alongside four foundational projects.
For Dubai residents, the changes could eventually mean less time in traffic, quicker government transactions and more reliable public transportation.
Dubai RTA AI Strategy Sets AED 300 Million Annual Value Target
Dubai’s updated AI strategy reflects a growing effort to move artificial intelligence beyond experimental projects and into everyday government operations. Rather than introducing separate tools for individual departments, RTA wants to build an interconnected digital ecosystem capable of improving how its services operate.
The authority expects its AI initiatives to generate more than AED 300 million in annual added value through productivity improvements, faster transactions and more efficient use of resources. Its first two implementation waves will focus on 11 business areas, including vehicle licensing, traffic management, road maintenance, procurement, customer services and bus operations.
Mattar Al Tayer, Director General and Chairman of RTA’s Board of Executive Directors, said the initiative represents an important stage in the authority’s digital transformation. The strategy focuses on intelligent systems capable of analyzing information, anticipating outcomes and completing services rather than simply supporting existing administrative processes.
The financial target is ambitious, particularly for a government organization responsible for managing a large and complex transportation network. Achieving it will depend on whether these systems can deliver measurable improvements once implemented across different departments.
Agentic AI Will Transform 50% of RTA Operations and Services
Agentic AI sits at the center of RTA’s transformation plans. Unlike traditional AI chatbots that mainly answer questions or provide information, agentic systems can coordinate multiple activities, interact with connected platforms and complete tasks with varying levels of human oversight.
RTA plans to transition 50% of its operations and services into an agentic AI ecosystem within two and a half years. This could change how the authority processes applications, manages documents, analyzes transportation data and supports internal decision-making.
The technology is particularly relevant to government services involving multiple stages of verification and approval. Instead of requiring employees or customers to navigate several disconnected systems, AI agents can help coordinate different steps within a single workflow.
However, deploying these systems across critical transportation services will require reliable infrastructure, accurate information and effective oversight. RTA’s challenge will be ensuring that greater automation improves service quality without introducing unnecessary operational risks.
Dubai Targets Lower Traffic Congestion and Improved Road Safety
Traffic management is among the most visible areas where Dubai hopes artificial intelligence can make a difference. With the emirate continuing to expand, growing demand for road infrastructure has increased pressure on transportation planners to find more efficient ways of managing vehicle movement.
RTA’s strategy targets a 3% to 5% reduction in traffic congestion through improved data analysis, transport planning and operational management. AI-powered systems could help identify recurring traffic problems, evaluate network performance and support decisions about road operations.
Road safety is receiving similar attention. The authority wants to reduce accidents involving newly licensed drivers by 10% to 20%, making driver licensing and risk assessment important parts of its wider AI program.
These improvements remain targets rather than confirmed results. Their success will depend on how effectively RTA combines AI-generated insights with practical transport management and road safety measures.
Mahboub AI Chatbot Makes Vehicle Licensing Faster
RTA’s Mahboub chatbot is undergoing a significant upgrade, moving from a platform that primarily responds to customer inquiries into an AI-powered assistant capable of completing government transactions. The enhanced system connects with RTA’s mobile application, website and WhatsApp, allowing customers to access approximately 100 information services and complete five vehicle licensing services.
Integration with UAE PASS and Dubai Pay allows supported vehicle-related transactions to be completed in less than five minutes. This could eliminate much of the inconvenience associated with switching between different websites, submitting information repeatedly and navigating separate payment systems.
RTA wants to double the speed of service delivery through Mahboub and increase the proportion of services handled by the platform to 10% by the end of 2026. That figure is expected to reach 50% by the end of 2027.
The broader ambition is to make government services more conversational and accessible. Customers would be able to explain what they need, while AI coordinates the steps required to complete the transaction.
AI Document Auditing Could Save More Than 25,000 Working Hours
Vehicle licensing involves substantial administrative work, particularly when documents require verification, compliance checks and detailed reviews. RTA is introducing an Agentic AI Auditor to automate parts of this process while improving the consistency of document assessments.
Developed by the Licensing Agency in collaboration with RTA’s AI and Data Science Centre, the system uses machine learning and optical character recognition to examine documents, detect irregularities and recommend corrective actions. It also maintains records of auditing activities to support oversight and accountability.
The authority aims to make auditing processes up to 21 times faster and expand coverage from sample-based reviews to 100% of documents within the system’s scope. Covering seven priority services, the initiative could save more than 25,000 hours of manual work annually.
For employees, the technology may reduce time spent on repetitive verification tasks. More complicated cases would still benefit from professional review, particularly when documents contain unusual information or require additional investigation.
AI-Powered No Objection Certificates Could Accelerate Project Approvals
Construction and infrastructure projects near RTA assets often require No Objection Certificates before work can proceed. Processing these applications involves reviewing technical documents, checking compliance requirements and coordinating approvals, making the procedure an important target for automation.
RTA’s new agentic AI-powered electronic No Objection Certificate system is designed to guide applicants through the submission process, conduct preliminary document checks and provide engineering insights to support official reviews.
The authority issues approximately 130,000 certificates annually, with demand growing by around 11%. Its AI initiative aims to make review procedures three times faster while improving customer satisfaction and operational efficiency.
Faster processing could benefit contractors, engineering firms and businesses undertaking projects near Dubai’s transportation infrastructure. Reducing administrative delays may help applicants move through approval procedures more efficiently without removing the need for technical oversight.
Dubai Bus Network Planning Will Use 20 AI Agents
Public transportation is another major focus of Dubai’s AI expansion. RTA is developing an agentic AI-powered bus network planner that uses approximately 20 AI agents to examine network performance, identify service gaps and evaluate possible operational improvements.
The system can analyze performance indicators and simulate different service arrangements before recommending changes to bus routes and operations. Transport planners can then use those insights to determine where adjustments may improve efficiency and passenger convenience.
RTA aims to accelerate network analysis and assessment fivefold, while reducing the time required to implement bus service changes from approximately 60 days to 48 days. The authority is also targeting an improvement of up to 10% in bus punctuality and a 3% to 7% increase in the cost recovery ratio.
For commuters, the potential benefits include more dependable schedules and services that respond better to changing travel patterns. Better planning could also help RTA allocate its resources more effectively as demand for public transport increases.
Microsoft Copilot and Global Technology Partners Support RTA’s AI Expansion
Dubai RTA’s artificial intelligence strategy is not limited to customer-facing services. The authority is also expanding the use of AI tools among employees to improve internal productivity and prepare its workforce for increasingly automated operations.
According to RTA, active Microsoft Copilot usage exceeds 90% among employees using the platform, with reported working-time savings of approximately 10%. These improvements suggest that AI-powered productivity tools are already contributing to administrative efficiency within the organization.
RTA has also submitted 34 works for intellectual property registration and developed eight strategic initiatives with international technology partners, including Microsoft, Huawei and Boston Consulting Group.
The partnerships support the authority’s efforts to strengthen its technical capabilities, develop specialized expertise and introduce new AI applications across its departments. Employee training will remain important as staff increasingly work alongside systems capable of handling complex operational tasks.
Dubai’s AI Transformation Could Redefine Government Service Delivery
Dubai’s latest transportation AI strategy introduces performance targets that extend well beyond financial returns. RTA wants to reduce case and complaint processing times by 20% to 30%, shorten waiting times at Customer Happiness Centres by 14% to 16% and cut service delivery times at these centers by 15% to 20%.
The authority is also targeting procurement cycle reductions of 10% to 15%, alongside similar savings in operational and engineering working hours. These objectives show how AI adoption is being connected to practical improvements in government efficiency.
What makes the initiative particularly interesting is its focus on agentic AI systems that can complete entire processes. While many organizations are still experimenting with AI assistants, RTA is working toward integrating the technology into transportation planning, regulatory procedures and customer transactions.
The coming years will show whether these investments deliver the expected improvements. Achieving AED 300 million in annual added value would be a significant result, but the impact on residents and businesses may prove equally important.
For Dubai, the bigger opportunity lies in making artificial intelligence a dependable part of public infrastructure, where faster services, better transport planning and more efficient operations become everyday expectations.
