Dubai Rolls Out AI-Powered Productivity System Across 32 Government Entities

Dubai is putting artificial intelligence deeper into the machinery of government — this time not through a public-facing chatbot or another digital assistant.

The Dubai Government Human Resources Department (DGHR) has formally adopted its Workforce Productivity Measurement System as a unified platform across the Dubai Government, expanding the system to 32 government entities.

Behind it sits a mix of data analytics, machine learning and advanced artificial intelligence designed to answer a fairly practical question: are government resources being used as effectively as they could be?

The system connects workforce data, financial resources and government service outputs so authorities can see where productivity is improving, where resources may need to move and where performance gaps are beginning to appear.

Dubai Is Using AI to Measure More Than Employee Output

Calling this a productivity system makes it sound like an employee monitoring tool. It is broader than that.

Dubai’s framework examines the relationship between staff, spending and actual government service results. That gives departments a common method for looking at whether the resources going into a service make sense compared with what comes out.

Millions of data points have already been analyzed during the system’s development, creating a shared knowledge base that government entities can use for planning and performance measurement.

The system also includes digital platforms and analytical tools powered by machine learning and advanced AI, according to the Dubai Media Office.

For government managers, that means productivity indicators can be monitored periodically instead of relying only on isolated reviews or static reports.

Five Years of Development Led to the Government-Wide Rollout

This did not appear overnight.

Development started in 2020, when Dubai began testing the productivity framework with a smaller group of government entities.

A Workforce Productivity Measurement Steering Committee was later established under Resolution No. 7 of 2023, helping refine the methodology and prepare more government bodies for implementation.

The bigger legal step came with Executive Council Resolution No. 67 of 2025, which established the Workforce Productivity Measurement System and provided for its phased rollout across Dubai Government entities.

The framework has now expanded to 32 entities, marking the shift from an experimental initiative into a unified government system.

AI Could Change How Dubai Allocates Government Resources

The interesting part is not simply that AI is involved. Dubai is applying it to decisions that usually sit much deeper inside government operations.

A department might have plenty of employees and a healthy budget but still struggle to produce services efficiently. Another could be delivering stronger results with fewer resources.

Putting those relationships into one analytical framework gives policymakers something more concrete to work with.

DGHR says the system is intended to improve resource allocation, support policy development and give government entities more accurate information for decision-making.

It also brings financial efficiency into the equation. Under the 2025 resolution, authorities can compare services delivered against factors such as workforce size, salaries, actual working hours and other relevant information.

That moves AI away from the usual generative AI conversation. No flashy chatbot required. The technology is being used behind the scenes to help decide how government itself should operate.

That same shift toward operational AI is visible in the UAE’s broader push to bring agentic AI into government decision-making and service delivery.

Machine Learning Becomes Part of Dubai’s Government Infrastructure

Dubai has spent years digitizing public services. The next phase increasingly looks like making the data generated by those services useful.

The productivity system includes a common government framework alongside machine-learning-powered analytical tools that can study relationships between inputs and outputs.

That matters because productivity across a government is difficult to measure consistently. A licensing department, transport authority and public service agency may operate completely differently.

A shared analytical layer gives Dubai a way to compare performance without pretending every department works the same way.

It could also make problems easier to spot earlier. If resource use begins rising while service output remains flat, the data becomes a signal rather than something noticed months later during a conventional review.

Dubai’s AI Strategy Is Moving Into Everyday Government Operations

Much of the global AI race has focused on foundation models, computing infrastructure and consumer applications.

Dubai is taking another route alongside those investments: embedding AI into the less visible parts of public administration.

That is where this rollout becomes more significant.

AI adoption inside government does not always need to mean replacing employees or handing decisions entirely to algorithms. In this case, the technology acts more like an intelligence layer — collecting patterns, measuring performance, and giving officials additional evidence before they make decisions.

Abdullah Ali Bin Zayed Al Falasi, Director General of DGHR, said the framework supports more proactive and impactful decisions while improving resource allocation and government service quality.

The ambition is fairly clear. Dubai wants government departments that do not simply collect data but continuously use it.

That fits with Abu Dhabi’s parallel effort to redesign government services around AI agents and connected digital infrastructure.

What Dubai’s Productivity System Could Mean for Government AI

There is a bigger AI story buried inside the productivity numbers.

Governments around the world are experimenting with generative AI assistants, automated public services and intelligent document processing. Dubai’s approach shows another layer emerging: AI-assisted institutional management.

Instead of waiting for managers to manually piece together workforce, budget and service information, increasingly sophisticated analytical systems can connect those datasets continuously.

That could eventually influence staffing plans, budgets, service redesign and policy.

Human officials are still responsible for those decisions. But the information sitting in front of them is getting considerably smarter.

For Dubai, the rollout across 32 government entities turns that idea from a pilot into something much closer to infrastructure.
