    Canada Opens Public Consultation on AI Transparency as AI Rules Take Shape

    Canada is asking the public a simple question with big implications: what should transparency look like in the age of artificial intelligence?

    The federal government has opened a nationwide consultation on AI transparency, inviting Canadians to weigh in on how AI systems and AI-generated content should be identified, explained, and monitored. The feedback will help shape future policies designed to make AI more trustworthy. This is increasingly important as the technology becomes part of everyday life across the country.

    Ottawa Wants Clearer Rules Around AI Systems

    The consultation was announced by Innovation, Science and Economic Development Canada under the government’s broader AI for All national strategy. Officials say AI is already influencing how people work, communicate, shop, and access services. Thus, transparency is increasingly important for consumers and businesses alike.

    Rather than focusing on one specific technology, the consultation covers the wider AI ecosystem. The government wants public feedback on how people should know when they’re interacting with an AI system. Additionally, it asks how AI-generated content should be identified and what information developers should disclose about the capabilities and limitations of their models.

    Five Areas Are Under Review

    The discussion centres on five broad transparency issues.

    One involves detecting and identifying AI-generated content, an area attracting growing attention. This is happening as synthetic images, videos, audio, and text become harder to distinguish from authentic material.

    Another asks how organizations should inform users when they are interacting with AI rather than a human. The consultation also examines what information should be available about AI systems, including how they were developed. It looks at what they can do and where their limitations begin. Furthermore, it explores reporting serious AI-related incidents and improving oversight of AI agents that can perform tasks on behalf of users.

    Public Feedback Will Help Shape Future Policy

    The consultation remains open from July 23 through September 23, 2026, giving Canadians, businesses, researchers, Indigenous communities, civil society organizations, and other stakeholders an opportunity to submit their views. According to the government, the responses will help determine its next steps toward building safer and more reliable AI governance.

    After the consultation closes, officials plan to review submissions and publish a summary report outlining what participants said. Depending on the number of responses received, AI tools may assist with processing the feedback before that report is released.

    AI Transparency Is Becoming a Global Policy Trend

    Canada is far from alone in examining AI transparency.

    Governments around the world are wrestling with similar questions as generative AI spreads into consumer products, workplaces, education, healthcare, and public services. Policymakers increasingly see transparency as one of the foundations of responsible AI. This is because users often want to know when AI created content, how automated systems make decisions, and who remains accountable when something goes wrong.

    The rapid rise of AI agents capable of carrying out actions instead of simply answering questions has added another layer to that conversation. Regulators are beginning to explore whether existing disclosure rules are sufficient as these systems become more autonomous. Canada’s consultation reflects that broader shift. It places AI transparency alongside accountability and public trust as key policy priorities.
