Ghana is expanding artificial intelligence and digital skills training across its technical and vocational education system, turning an early pilot into a much larger national programme. The initiative, known as AI EmpowerED, is being implemented through UNESCO’s Global Skills Academy in partnership with the Ghana TVET Service and the Ghana Education Trust Fund, with support from Microsoft Elevate, KPMG International and Tablet Academy.
The rollout is expected to reach around 140 technical and vocational education and training institutions across the country. Ghana has also set an ambitious longer-term goal of training and certifying up to one million educators and learners by the end of 2027, making the programme one of the country’s most significant efforts to bring AI skills into mainstream workforce education.
Ghana Moves AI Skills Into Technical Education
Ghana’s decision to introduce AI skills across technical education reflects a broader change in how artificial intelligence is entering the workplace. AI is no longer limited to software engineers, researchers or technology companies. It is increasingly appearing in manufacturing, healthcare, logistics, finance, construction and other industries where technical and vocational graduates are likely to work. By introducing AI concepts and digital skills directly into TVET institutions, Ghana is trying to prepare students and educators for this shift before the technology becomes even more deeply embedded in everyday work.
The AI EmpowerED programme focuses on practical digital capabilities while also teaching participants how to use artificial intelligence responsibly. UNESCO’s approach places importance on human judgment, ethical use, safety and understanding the limitations of AI systems. The aim is not simply to teach students how to use popular AI tools, but to help them understand when the technology is useful, when its output needs to be questioned and how it can fit into real workplace environments.
A Ghana Pilot Is Turning Into a National Programme
The national expansion follows an earlier pilot conducted at Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development, commonly known as AAMUSTED. The pilot provided Ghana with an opportunity to test the programme on a smaller scale before introducing it to technical institutions across different regions.
A key part of the model is a train-the-trainer approach. Selected educators first undergo intensive training and complete Microsoft-accredited learning pathways before passing those skills to other teachers and students. This structure allows Ghana to develop its own pool of instructors rather than depending entirely on external trainers whenever the programme expands to a new school or region.
Participants also follow structured learning pathways designed around digital competencies and practical AI use. The programme gives educators tools they can apply in teaching while students gain skills that may become increasingly relevant when they enter the workforce. That combination gives the initiative a practical edge compared with programmes that focus only on theoretical AI concepts.
More Than 3,300 Learners Have Already Earned Certifications
Ghana is not starting the national rollout from zero. Since the initial pilot, more than 30 master trainers and around 3,300 learners have completed their learning journeys and received Microsoft certifications in AI and digital skills. Those early participants provide Ghana with an initial network of trained educators and learners who can support the next phase of the programme.
The challenge now is expanding access beyond institutions that already have strong digital infrastructure. Ghana TVET Service officials have highlighted the importance of reaching underserved and deprived communities, particularly locations where internet connectivity and access to technology remain limited. That issue could become one of the biggest tests of the programme as it grows.
Scaling AI education nationally requires more than simply providing online courses. Institutions need reliable connectivity, devices, trained instructors and enough time to integrate the new material into existing programmes. Ghana’s national rollout will therefore be watched not only for the number of certificates issued, but also for how effectively the training reaches institutions outside major urban and technology centres.
Around 140 TVET Institutions Are Next
The second phase of AI EmpowerED is expected to extend training to approximately 140 TVET institutions across Ghana. UNESCO says the expansion will be delivered through consecutive training cycles, with institutions grouped by region to make implementation more manageable.
The longer-term ambition is much larger. Ghana aims to train and certify up to one million educators and learners by the end of 2027. Reaching that target would place AI literacy much closer to the centre of the country’s technical education system instead of leaving it as a specialist subject available to only a small group of students.
The Ghana TVET Service will play an important role in coordinating institutions and instructor development, while GETFund will contribute education funding, infrastructure support and national reach. That combination gives the programme both an operational structure and a financial base, which will be important if Ghana wants to move from a successful pilot to a truly national system.
Ghana’s AI Education Push Fits a Bigger National Strategy
The expansion of AI training across technical education fits into Ghana’s wider effort to strengthen its readiness for artificial intelligence. The country has worked with UNESCO’s AI Readiness Assessment Methodology, bringing together government agencies, universities, technology companies, regulators, civil society organisations and other stakeholders to examine how prepared Ghana is to adopt AI responsibly.
Education is a major part of that wider strategy because technology adoption depends heavily on workforce capability. Ghana may attract investment in AI infrastructure, digital services and automation, but those investments will have limited impact if workers lack the skills needed to use the technology effectively.
This is where technical education becomes particularly important. TVET institutions train people for industries where AI is likely to change tasks rather than eliminate entire professions overnight. Preparing students to work alongside intelligent systems could help Ghana reduce future skills gaps while giving graduates a stronger understanding of how AI is changing the jobs they are preparing to enter.
UNESCO Is Scaling the Model Beyond Ghana
Ghana is one of several countries participating in AI EmpowerED. The programme also includes India, Kenya, Malaysia, Uganda and Tanzania, with each country adapting the initiative to its own education system and workforce priorities.
The programme sits within UNESCO’s Global Skills Academy, which aims to support millions of young people and adults with skills related to digital technology, entrepreneurship and the green economy. AI EmpowerED narrows that focus further by concentrating on artificial intelligence and digital literacy for educators and learners.
Ghana’s expansion provides an important example of how an international skills programme can move beyond a limited pilot and become integrated into a national education network. If the model proves successful, similar approaches could become more common in countries trying to prepare large numbers of students for an economy increasingly shaped by AI.
AI Literacy Is Becoming a Workforce Issue
For much of the past decade, AI education was mostly discussed in connection with computer science, coding and advanced research. That definition is rapidly becoming outdated because artificial intelligence is now entering jobs that have little connection to traditional technology roles.
Technicians may use AI-assisted diagnostic systems. Logistics workers may interact with predictive software. Designers may use generative tools. Administrative staff may rely on AI assistants to process documents or analyze information. Even workers who never develop an AI model themselves may still need to understand how these systems influence decisions and workflows.
That is why AI literacy is becoming a workforce issue rather than a specialist technology issue. Ghana’s decision to place AI training inside vocational education recognizes that shift. The goal is not simply to produce more AI engineers. It is also to prepare electricians, technicians, operators, administrators and other skilled workers for jobs where AI tools increasingly become part of normal working life.
What Ghana’s AI Skills Expansion Could Mean
The most important part of Ghana’s programme may not be the one-million-person target itself. Large training targets can generate attention, but the real impact will depend on whether learners can apply those skills in classrooms and workplaces.
Ghana already has several thousand certified learners and an initial group of master trainers, giving the programme a foundation for expansion. The next phase will show whether the model can maintain quality while moving into around 140 institutions with different levels of infrastructure, staffing and digital readiness.
There will almost certainly be challenges. Connectivity remains uneven, AI platforms are changing rapidly and technical curricula often take time to adjust. Educators also need continuous support rather than one-time training if they are expected to keep pace with new tools.
Still, bringing AI literacy directly into vocational education could have a larger long-term impact than creating isolated AI courses. It connects the technology with existing training pathways and puts those skills in front of people preparing for practical jobs across the economy.
For Ghana, that could become the real value of the programme. The country is not simply trying to create a small group of AI specialists. It is attempting to build a wider workforce that understands how to use artificial intelligence, question its output and adapt as the technology becomes part of everyday work.
