Saudi Arabia’s push for sovereign artificial intelligence is moving deeper into the technology stack.
Saudi AI infrastructure company OmniOps has signed a memorandum of understanding with HPE at LEAP 2026. The two companies plan to develop sovereign AI solutions built and operated inside the Kingdom.
The partnership combines HPE’s locally produced infrastructure with OmniOps’ Saudi-developed AI platforms. It also brings local deployment and support into the same ecosystem.
That matters because sovereign AI is becoming about more than where data is stored. Saudi organizations increasingly want control over the software, infrastructure, and systems running their AI workloads.
OmniOps and HPE Want to Build the Full AI Stack Locally
The agreement brings together different parts of the AI infrastructure chain. HPE will provide locally produced computing infrastructure. OmniOps will contribute Saudi-developed AI platforms and deployment capabilities. The goal is to create systems that can be validated, deployed, and supported inside Saudi Arabia. That gives customers more control over the technology behind their AI workloads.
Sovereign AI Is Going Beyond Data Residency
Data residency usually means keeping information inside national borders. Sovereign AI goes further. Organizations may also care about who developed the software and where the hardware came from. OmniOps founder Mohammed Altassan has framed those as separate parts of sovereignty. For heavily regulated sectors, that distinction is important. Keeping data local may not be enough if the rest of the technology stack depends on external systems.
HPE Is Expanding Its Saudi Made, Developed, Deployed Strategy
The partnership fits HPE’s wider Saudi Made, Developed, Deployed program. HPE launched the initiative at LEAP 2026 with Intel and Saudi Arabia’s Ministry of Communications and Information Technology. It connects locally produced infrastructure with Saudi-developed software and implementation services. OmniOps is one of the founding software partners. ShaheenAI and MOZN are also participating.
Bunyan Sits at the Center of OmniOps’ AI Strategy
OmniOps brings its Bunyan platform into the partnership. Bunyan is a Saudi-developed inference platform for running generative AI and agentic workloads. It supports large language, vision, and speech models. Customers can deploy it across cloud, on-premises, or hybrid environments. OmniOps also designed the platform to avoid infrastructure lock-in. That allows organizations to use different hardware providers while keeping control over deployment.
Air-Gapped AI Could Appeal to Regulated Industries
Some organizations cannot send sensitive information into public cloud systems. Bunyan can operate in on-premises and isolated environments. That makes the platform relevant for sectors with strict security requirements. Government, financial services, aviation, healthcare, and energy are obvious examples. These organizations can still use modern AI models without moving sensitive workloads outside controlled infrastructure.
HPE Hardware Gives the Partnership a Local Infrastructure Layer
HPE has been expanding local technology production in Saudi Arabia. Its Saudi-made portfolio now includes servers and enterprise storage platforms. The company is also working with alfanar on local manufacturing and assembly. Customers can receive systems that are pre-integrated and tested inside the Kingdom. That local hardware layer is an important part of the OmniOps partnership. It means sovereign AI can extend below the software level.
Saudi Companies Could Move AI From Pilots Into Production
Plenty of enterprises have experimented with generative AI. Moving those projects into production is harder. Security, infrastructure, compliance, and integration quickly become real problems. OmniOps and HPE want to address those barriers with a more complete local stack. Organizations could receive infrastructure, AI management software, deployment services, and support within Saudi Arabia. That could shorten the path from AI testing to operational use.
HPE Is Also Building a Saudi Innovation Center
HPE and Intel also plan to establish a Saudi Innovation Center in Riyadh. The facility will allow customers and technology partners to test new solutions. Startups will also be able to validate Saudi-developed platforms on local infrastructure. The center is intended to support technical testing and commercialization. Solutions created under the Saudi Made, Developed, Deployed program will be among the projects supported there.
OmniOps Is Building a Wider Sovereign AI Ecosystem
The HPE deal is part of a broader expansion by OmniOps. The company previously partnered with Groq around high-speed AI inference. Bunyan also supports different accelerators and infrastructure providers. That hardware-agnostic approach gives OmniOps room to work across several computing platforms. The company can then keep its main focus on locally controlled AI deployment and inference.
Saudi Arabia Wants More of the AI Value Chain at Home
Saudi Arabia is investing heavily in AI infrastructure, computing, software, and skills. The OmniOps-HPE partnership fits that direction. The aim is not simply to host foreign AI services inside local data centers. More of the underlying technology is being developed, manufactured, integrated, and supported within the Kingdom.
That creates a different model for sovereign AI. Data stays local, but the infrastructure and software layers also move closer to home.
For Saudi enterprises, that could mean more control over sensitive systems. For the country’s technology sector, it means keeping more of the AI value chain inside Saudi Arabia.
