IBM is stepping deeper into the Middle East banking sector as artificial intelligence moves from experiments into everyday financial operations. At the upcoming IBM MEBIS 2026 AI banking event, new advancements and strategies shaping the region’s banking industry will be explored.

The company has joined the 17th Middle East Banking Innovation Summit, or MEBIS 2026, as Title Sponsor. The event will take place on September 16 and 17 at Jumeirah Emirates Towers in Dubai. More than 400 banking leaders and delegates are expected to attend.

The timing is interesting. Banks across the region are no longer asking whether they should use AI. The harder question now is how to deploy it safely, at scale, and inside tightly regulated systems.

That is where IBM wants to position itself.

IBM Is Putting AI Deployment at the Center of MEBIS 2026

IBM’s role at MEBIS 2026 reflects a broader change in banking. Generative AI pilots are giving way to real deployments. Banks now want systems that can support daily operations, automate decisions, and improve customer service. The summit will focus heavily on that shift. Agentic AI, intelligent automation, and hybrid cloud infrastructure are expected to feature prominently across the agenda.

More Than 400 Banking Leaders Are Expected in Dubai

MEBIS 2026 is expected to bring together more than 400 banking leaders and delegates. The event will also feature over 60 speakers and 30 technology providers. More than 20 sessions are planned across the two-day summit. Topics will include digital banking, payment innovation, cybersecurity, AI, and operational resilience. The scale of the event shows how quickly AI has moved up the banking agenda.

Agentic AI Is Moving Into Financial Services

Agentic AI will be one of the biggest themes at the summit. Unlike basic chatbots, these systems can perform tasks and make decisions with more autonomy. Banks are exploring them for customer service, operations, fraud detection, and workflow automation. That also raises new questions around control. Financial institutions need to know when an AI system should act independently and when human approval is still required.

IBM Says Banking Has Moved Beyond the AI Adoption Question

Shukri Eid, General Manager of IBM Gulf, Levant and Pakistan, said the discussion has already changed. Banks are no longer debating whether to adopt AI. The focus is now on responsible deployment at scale. That requires reliable data, secure infrastructure, and strong governance. IBM sees those foundations as essential if AI is expected to deliver measurable value instead of remaining stuck in pilot programs.

AI Could Make Nearly Half of Banking Decisions by 2030

IBM research suggests that AI could take on a much bigger operational role by the end of the decade. Banking and financial market leaders expect AI to make nearly half of operational decisions without human intervention by 2030. That does not mean people disappear from the process. It does mean banks will need clearer rules around oversight, accountability, and risk. The technology is becoming more capable. Governance now has to catch up.

Fraud Detection Is Becoming an AI Arms Race

Fraud prevention is another major area of focus. Financial institutions are already dealing with more sophisticated digital threats. AI makes that problem harder because criminals can automate scams and generate convincing fake content at scale. Banks are responding with their own AI systems. These tools can detect suspicious activity faster and analyze patterns across huge transaction volumes. MEBIS 2026 will explore how banks can strengthen those defenses without creating new risks.

Trusted Data Is Becoming More Important Than Bigger AI Models

Banks cannot scale AI safely without reliable data. That sounds obvious, but it remains one of the industry’s biggest problems. Legacy systems often store information across separate platforms and formats. AI systems need a cleaner foundation. MEBIS 2026 will focus on resilient data infrastructure and better governance. For banks, the quality of the data may matter more than simply deploying the newest model.

Hybrid Cloud Remains Part of IBM’s Banking Strategy

IBM is also pushing hybrid cloud as part of the AI transition. Banks cannot simply move every workload into public cloud environments. Regulations, security requirements, and legacy systems make that difficult. Hybrid cloud allows institutions to combine private infrastructure with cloud services. That gives banks more flexibility while keeping sensitive workloads under tighter control. IBM has made this model central to its work with regulated industries.

Data Sovereignty Is a Bigger Issue Across the Middle East

The summit will also examine data sovereignty. That matters across the MENA banking sector because regulators heavily control financial data. Banks need to know where they store information and how AI systems process it. Different markets also have different regulatory requirements. Speakers from the UAE, Saudi Arabia, Oman, Bahrain, Kuwait, Qatar, Egypt, and Jordan are expected to address these challenges.

Dubai Is Becoming a Bigger Hub for AI-Powered Finance

Dubai has been pushing AI deeper into its financial ecosystem. The Dubai International Financial Centre announced plans in April 2026 to become an AI-native financial centre. AI is being built into its regulatory, operational, and infrastructure plans. That wider shift makes Dubai a natural location for MEBIS 2026. The city is increasingly being used as a testing ground for how AI could reshape banking across the region.

Regional Banks Are Already Moving Faster on AI

Banks in the Middle East are not waiting for AI strategy papers to become reality. Several institutions are already investing in automation, fintech partnerships, and AI-driven services. Emirates NBD, for example, partnered with Dubai Future District Fund in August 2026. The collaboration is aimed at supporting fintech and AI startups across the region. It is another sign that AI is moving closer to the core of financial services.

IBM Wants to Move Banks From Experiments to Measurable Results

The real challenge for banks is no longer finding an AI use case. There are plenty of them. The harder part is turning those ideas into systems that work reliably every day. IBM’s MEBIS 2026 involvement is built around that problem. Banks need secure infrastructure, governed data, and clear human oversight. Without those pieces, AI risks becoming another expensive technology project with limited impact.

That is why MEBIS 2026 matters. The conversation is shifting from flashy demos to operational reality. Agentic AI may grab attention, but data, cloud infrastructure, security, and governance will decide how far banks can actually go.
