Ajman has moved beyond the familiar government chatbot. The emirate has completed what officials describe as the UAE’s first government transaction powered by agentic AI, using an intelligent assistant to renew a trade licence with minimal manual intervention.

Instead of waiting for a business owner to notice an approaching deadline, gather documents and move between different government platforms, the system can identify the upcoming renewal and initiate the process proactively. That distinction matters. This is not simply AI answering questions faster. It is AI taking responsibility for moving a government transaction forward.

The AI Agent Contacts Businesses Before Their Licences Expire

The new service automatically alerts customers before their trade licences reach their expiration dates. Business owners can then continue the renewal through an intelligent assistant available inside the AjmanOne government application.

The Department of Economic Development in Ajman handles the trade licence renewal itself. However, some businesses may first need to renew the commercial lease connected to their licence.

Rather than sending the user away to work that out separately, the AI agent coordinates with the Ajman Municipality and Planning Department. It guides the customer through the lease renewal and then resumes the trade licence process once the necessary requirements have been completed.

Government services often become frustrating at precisely this point. One application depends on another approval, which depends on another document stored in a different system. Ajman is trying to make those connections happen in the background.

Ajman Calls It a “Headless” Government Service

The Department of Digital Ajman describes the system as a proactive, headless service model. The phrase sounds technical, but the idea is fairly straightforward. The service is not permanently tied to one website, app screen or customer service desk. Its underlying processes can work across existing digital channels and potentially appear inside future platforms without rebuilding the entire transaction each time.

AjmanOne currently acts as the main customer-facing channel. The application already brings together government services, bill payments, city information and other tools for residents, visitors and businesses.

Behind that interface, the AI agent can analyse the licence status, determine what action is required and coordinate with connected government departments. The interface almost becomes secondary. The transaction is the product.

Agentic AI Is Taking a More Active Role in Government

Most government AI tools remain reactive. A person asks a question, and the system returns an answer. Agentic AI works differently because it can assess a goal, organise the necessary steps and act across connected systems.

In Ajman’s case, the goal is not merely to explain how licence renewal works. The goal is to complete the renewal. That requires more than a conversational layer. The system needs access to reliable government data, secure integrations and clearly defined rules for what it may or may not do.

Digital Ajman has stressed that the model depends on data quality, strong governance, secure system connections and human oversight where required. That last part should not be overlooked. Automating a regulated service does not remove accountability. It makes governance even more important because errors can move through the process much faster.

Trade Licence Renewal Is the First Phase

The initial rollout focuses on trade licences issued through Ajman’s Department of Economic Development.

Ajman’s existing renewal service allows an eligible facility licence to remain valid for between one and three years, depending on whether the required conditions have been met. Commercial licence holders must also renew before expiry to avoid penalties. The AI agent effectively places a proactive layer on top of those established procedures. It does not remove the legal requirements. It helps customers identify and complete them before the licence lapses.

For business owners, the practical benefit may be less time spent tracking deadlines, checking paperwork and figuring out which department must act first. It is not glamorous work. It is exactly the kind of work where automation can be useful.

The Project Forms Part of Ajman’s Wider AI Programme

The licence renewal service sits under the Ajman Artificial Intelligence Programme, which follows a “People First” principle. Officials have positioned AI as a way to improve decisions, services and institutional efficiency rather than simply replace government employees. The programme aims to introduce 100 AI initiatives across the eight pillars of Ajman Vision 2030.

Other departments are already developing their own projects. Ajman Municipality and Planning Department, for example, announced plans to implement 25 AI initiatives by September 2026, targeting service quality, operational efficiency and customer experience.

The Ajman Chamber has also been examining how AI agents can automate services, analyse performance and offer proactive recommendations to employees and business customers. Taken together, these projects suggest that Ajman is not treating agentic AI as a standalone experiment. It is trying to build it into the operating model of government.

The UAE Is Pushing Agentic AI Across Public Services

Ajman’s launch also fits into a larger national direction. The UAE Government has set a target to transform 50% of government sectors, services and operations into agentic AI models within two years. A specialised workshop held in June 2026 brought together more than 300 participants from 50 federal entities to identify services and processes suitable for implementation.

The trade licence renewal gives that ambition a visible, practical example. There is a wide gap between announcing an AI strategy and allowing an AI system to complete a real regulatory transaction. Ajman has now crossed part of that gap.

Why Ajman’s AI Licence Renewal Matters

The bigger story is not the licence renewal itself. It is the change in how digital government services may work. For years, digitisation often meant placing existing forms online. The customer still had to understand the process, visit each digital portal in the correct order and keep track of every deadline.

Agentic AI could reverse that relationship. Instead of making customers navigate government structures, the government system can recognise what the customer needs and organise the required steps around them.

There will be risks. Government databases must stay accurate. Agencies need clear rules for handling exceptions. Citizens and businesses must also understand when AI is acting on their behalf and how they can challenge a mistake. Still, Ajman’s experiment feels more substantial than another chatbot launch. The AI did not merely discuss the transaction. It helped complete it.
