The United Arab Emirates and Kazakhstan are widening their strategic relationship. Artificial intelligence, digital infrastructure and advanced computing are taking a more prominent place alongside transport, energy and investment.
The latest discussions came during a UAE delegation visit to Kazakhstan led by Suhail bin Mohammed Al Mazrouei, UAE Minister of Energy and Infrastructure and Envoy of the Minister of Foreign Affairs to Kazakhstan. The visit covered several large infrastructure and investment opportunities. However, the growing technology relationship stood out. AI, high-performance computing and digital transformation are becoming increasingly connected to the two countries’ broader economic plans.
AI Moves Higher on the UAE-Kazakhstan Agenda
Artificial intelligence is becoming a more visible part of the relationship between the UAE and Kazakhstan. During talks with Kazakhstan President Kassym-Jomart Tokayev, the two sides discussed opportunities to deepen cooperation across strategic sectors, including AI and digital transformation. Kazakhstan has been building its domestic technology capabilities. Meanwhile, the UAE has increasingly positioned its technology companies and investment groups in international markets. That creates an obvious point of overlap, particularly around computing infrastructure, government technology and large-scale AI deployment.
Kazakhstan Builds Out Its AI Infrastructure
Kazakhstan is also putting more physical and institutional infrastructure behind its AI ambitions. The UAE delegation’s visit coincided with the opening of the Kazakhstan National AI Research University in Astana, an institution focused specifically on artificial intelligence. President Tokayev inaugurated the university, with Al Mazrouei attending the opening. The development signals that Kazakhstan wants to build its own AI talent, research capabilities and technical expertise rather than rely entirely on imported systems. For the UAE, this creates potential openings around AI education, research, computing capacity and technology investment.
Presight Brings a Practical AI Dimension
Abu Dhabi-based Presight gives the UAE-Kazakhstan technology relationship a practical dimension. The company has already been involved in several projects in Kazakhstan, including high-performance computing infrastructure, smart city technology and AI research initiatives. Its involvement shows that cooperation is moving beyond diplomatic discussions and into actual deployments. Furthermore, Presight’s work also fits a broader pattern emerging across the region. Governments increasingly want AI systems that can operate across national infrastructure while keeping greater control over data, computing resources and strategic digital assets.
AI Could Reshape Kazakhstan’s Transport Network
Transport is one of the areas where that technology could have an immediate impact. Presight and Kazakhstan’s Ministry of Transport previously agreed to explore a national operational intelligence platform that could bring together transport monitoring, video analytics and other digital systems. Such infrastructure could give authorities a clearer real-time view of transport operations while supporting predictive analysis, road safety and infrastructure management. Rather than treating AI as a separate technology project, Kazakhstan appears interested in putting it directly into the systems responsible for moving people and goods.
Transport Corridors Remain Central to the Partnership
Physical connectivity remains just as important as digital infrastructure. The UAE, Kazakhstan and Uzbekistan have moved to support development of the Central Asia-South Asia railway project. This project is intended to improve regional rail connections and strengthen trade between Central and South Asia. Discussions have also covered the Middle Corridor and potential involvement from AD Ports Group. These projects matter beyond transportation alone. Additionally, modern logistics networks increasingly depend on data platforms, predictive systems and automated decision-making. This is creating another area where infrastructure investment and AI deployment can eventually converge.
Energy Cooperation Gets a Digital Layer
Energy remains another major pillar of UAE-Kazakhstan cooperation, but technology is increasingly entering that conversation as well. During the Kazakhstan International Oil and Gas Exhibition and Conference, companies showcased technologies spanning extraction, processing, logistics, safety, artificial intelligence and digitalisation. The connection is becoming difficult to ignore. Energy networks generate enormous amounts of operational data, and AI can help companies analyse that information. In addition, it can help anticipate equipment problems, optimise resources and manage increasingly complicated infrastructure.
UAE Investment Adds Weight to the Technology Push
The expanding technology relationship is backed by substantial economic ties. The UAE has become an important foreign investor in Kazakhstan, while companies including Etihad Rail, AD Ports Group, Masdar and Presight have been involved in discussions around current and future projects. The combination is significant because these companies operate across sectors that increasingly intersect. For example, ports generate logistics data, rail networks require intelligent management systems, and renewable energy projects rely on forecasting and optimisation. Also, AI platforms can connect information across those environments.
AI Becomes Part of a Much Bigger Strategic Relationship
What makes the UAE-Kazakhstan partnership interesting is that AI is not being treated as an isolated industry. It is appearing alongside railways, ports, smart cities, energy projects, research institutions and high-performance computing infrastructure. Kazakhstan brings a strategic position between European and Asian markets and an increasingly ambitious digital agenda. The UAE brings investment capital, infrastructure companies and a growing collection of technology businesses looking internationally.
That combination could turn the relationship into something broader than a series of individual AI projects. As governments put more emphasis on sovereign computing, national data infrastructure and locally controlled AI systems, Kazakhstan could become an important Central Asian market for UAE technology companies. The foundations are already being put in place.
