    Alibaba Cloud Unveils Second Data Center in Dubai at GITEX Global 2025

    Dubai, United Arab Emirates — At GITEX Global 2025, Alibaba Cloud, the digital technology and intelligence backbone of the Alibaba Group, announced the establishment of its second data center in Dubai, reinforcing its long-term commitment to powering the Middle East’s digital transformation and advancing sovereign AI and cloud computing ecosystems.

    This milestone is part of Alibaba’s US$5.3 billion global investment program dedicated to AI infrastructure, cloud innovation, and sustainable data ecosystems. The new facility will significantly expand the region’s high-performance computing capacity and enable organizations to train and deploy AI models locally with enhanced speed, security, and compliance.


    🏗️ Strategic Expansion: Empowering the Digital Core of the Middle East

    The new Dubai data center will double Alibaba Cloud’s operational capacity in the UAE, providing enterprises, startups, and public sector clients with state-of-the-art compute, storage, and AI infrastructure — all hosted within locally governed, sovereign frameworks.

    Key highlights of the expansion include:

    • Next-Generation Compute Architecture: Featuring NVIDIA GB200 Grace Blackwell GPUs and Alibaba’s proprietary Apsara AI Platform, enabling ultra-fast AI model training and inference.
    • AI Infrastructure-as-a-Service (AI-IaaS): Scalable GPU clusters designed for generative AI, LLM deployment, and big data analytics.
    • Ultra-Low Latency Cloud Zones: New fiber interconnections between Dubai and Abu Dhabi to deliver sub-10ms latency for mission-critical applications.
    • Full Sovereign Compliance: Ensures that data generated and processed in the UAE remains within the country’s jurisdiction — fully compliant with UAE data protection and cloud governance laws.
    • Sustainability at Scale: The data center will operate on a green energy model, utilizing solar integration, advanced liquid cooling systems, and energy-efficient architecture to reduce carbon emissions by up to 40%.

    “Our expansion in Dubai underscores Alibaba Cloud’s belief in the UAE’s digital vision and its role as a bridge between Asia, the Middle East, and Africa,” said an Alibaba Cloud spokesperson.
    “This new data center brings cutting-edge AI compute closer to innovators — empowering them to build, deploy, and scale securely within the UAE’s digital ecosystem.”


    🌍 Strengthening the UAE’s Position as a Global Digital Nexus

    The announcement aligns closely with the UAE’s National Artificial Intelligence Strategy 2031 and Dubai’s Digital Economy Agenda (D33), both of which aim to position the country among the top global leaders in AI-driven innovation and cloud excellence.

    With the addition of this second facility, the UAE now stands as one of Alibaba’s most important global data nodes — complementing its existing cloud regions in Asia, Europe, and Africa.

    The new data center will:

    • Support local startups developing AI, fintech, and blockchain solutions.
    • Accelerate enterprise migration to cloud-native operations.
    • Provide public sector agencies with trusted, locally hosted infrastructure for smart city applications, cybersecurity, and e-governance.
    • Enhance disaster recovery resilience across the Gulf region, ensuring continuous data availability and business continuity.

    💡 Driving AI Democratization and Industry Empowerment

    Alibaba Cloud’s investment will also establish a Regional AI Empowerment Program, offering cloud credits, developer training, and research partnerships with leading universities and innovation hubs.

    The initiative focuses on four pillars:

    1. AI for Sustainability: Leveraging AI to optimize energy usage, logistics, and environmental monitoring.
    2. AI for Enterprise Transformation: Helping traditional industries digitize with machine learning and intelligent automation.
    3. AI for Startups: Providing startups with compute grants and accelerator access through Alibaba Cloud x GITEX Launchpad.
    4. AI for Education: Partnering with academic institutions in the UAE to train a new generation of cloud and AI professionals.

    🔒 Sovereign Cloud and Cyber Resilience

    Recognizing the growing importance of digital sovereignty, Alibaba’s second UAE data center will adhere to strict cybersecurity, privacy, and compliance standards, including ISO 27001, ISO 27701, and UAE NESA guidelines.

    The center will also integrate AI-driven threat detection systems, autonomous patching, and zero-trust architecture to protect sensitive workloads across public and private sector clients.

    This approach reinforces the UAE’s objective to establish trusted, sovereign AI infrastructure that enables data-driven innovation without compromising on national security or governance integrity.


    🌱 Sustainability and Innovation by Design

    Echoing the UAE’s focus on sustainable technology leadership, the facility’s architecture will incorporate:

    • Liquid-cooled AI racks to minimize thermal load.
    • AI-based energy optimization to predict and balance power consumption dynamically.
    • Renewable power sources in collaboration with UAE energy partners.

    This initiative supports both Alibaba Cloud’s global Net Zero by 2035 strategy and the UAE’s Net Zero 2050 ambitions — ensuring responsible growth in AI and data services.


    📈 A Catalyst for Regional Innovation and Investment

    Alibaba Cloud’s expanded footprint is expected to catalyze billions in digital economy value creation across the Gulf region. The project will:

    • Generate high-skilled employment opportunities for UAE and GCC nationals.
    • Attract foreign direct investment (FDI) in AI startups and cloud services.
    • Accelerate cross-border digital trade through scalable data infrastructure.
    • Strengthen UAE–China technology relations, reinforcing bilateral cooperation under the Digital Silk Road framework.

    The Dubai data center is part of Alibaba’s global initiative to expand its cloud regions to 26 countries by 2026. The company currently operates over 89 availability zones, serving more than 4 million enterprise customers worldwide.

    With this expansion, the UAE joins a select group of nations hosting Alibaba’s Tier-1 AI infrastructure, enabling real-time analytics, multi-language LLM deployment, and generative AI services optimized for regional use.
