    Abu Dhabi Unveils World’s First AI Public Servant at GITEX Global 2025 — Redefining Governance for the AI Era

    Dubai, UAE – October 13, 2025 — The Government of Abu Dhabi has made global history with the launch of “TAMM AutoGov,” the world’s first AI public servant, at GITEX Global 2025. The innovation marks a groundbreaking leap in digital governance, as Abu Dhabi continues its mission to become the world’s first fully AI-native government by 2027.


    Transforming Citizen Experience Through Predictive Governance

    TAMM AutoGov, unveiled under the TAMM 4.0 platform, represents a monumental shift from reactive service delivery to proactive, human-centered governance. Unlike traditional government systems, AutoGov can autonomously perform routine administrative tasks on behalf of residents and citizens—renewing licenses, scheduling healthcare appointments, and managing payments—without manual intervention.

    Built to integrate across more than 1,100 government and private services, AutoGov uses advanced AI to anticipate needs, respond in multiple languages, and provide instant, intelligent support through the TAMM AI Assistant.

    Powered by Microsoft Azure OpenAI Service and G42’s Compass 2.0 infrastructure, AutoGov leverages next-generation large language models (LLMs), including JAIS, the world’s most powerful Arabic LLM. This synergy allows for contextual understanding, proactive decision-making, and real-time collaboration across government agencies—making governance faster, smarter, and more inclusive.

    “This milestone redefines the future of government,” said a spokesperson from the Abu Dhabi Digital Authority (ADDA). “AutoGov represents a paradigm shift—where government doesn’t wait for citizens to act but anticipates, responds, and serves intelligently.”


    A Global Benchmark for AI-Driven Public Service

    The AI-native vision behind TAMM 4.0 reflects Abu Dhabi’s investment of over AED 13 billion (US$3.5 billion) in digital infrastructure and AI-driven public innovation. This initiative supports the emirate’s Digital Strategy 2025–2027, which focuses on creating a 100% sovereign cloud infrastructure and automating all government services by 2027.

    AutoGov’s introduction signals a move toward anticipatory governance—a model that uses predictive analytics and behavioral insights to deliver personalized public services. The system’s human-centered design emphasizes accessibility, intuitive interaction, and transparency, setting a new international benchmark for citizen trust and engagement.

    Industry experts at GITEX Global have lauded Abu Dhabi’s achievement as “a defining moment for AI governance worldwide.”


    Impact on Global AI and Tech Ecosystems

    The AutoGov initiative has triggered widespread interest across global tech sectors. Abu Dhabi’s strategic partnerships with Microsoft and G42 have created an innovation corridor connecting sovereign AI research, public sector infrastructure, and enterprise-level AI applications.

    • A new $1 billion developer fund, co-launched by Microsoft and G42, supports startups and AI research teams developing new services within the TAMM ecosystem.

    “AutoGov demonstrates that government transformation is not theoretical—it’s happening now,” said Sam Altman, CEO of OpenAI, during GITEX’s AI governance panel. “Abu Dhabi’s model offers a blueprint for how AI can responsibly augment institutions globally.”


    Balancing Innovation and Responsibility

    While Abu Dhabi’s AI ambitions are bold, officials acknowledge the need for ethical guardrails. The government is implementing stringent data governance, cybersecurity, and fairness frameworks to ensure transparency, protect citizens’ data, and mitigate bias in AI decision-making.

    Furthermore, the initiative aims to create 5,000 new tech jobs and contribute AED 24 billion to GDP by 2027, positioning Abu Dhabi as a global hub for digital innovation.

    “This isn’t just a step forward in technology,” said an ADDA official. “It’s a leap toward a future where technology and trust advance together.”
